This position is located in Division of Federal Contracts & Vendor Management , Richland County. This is an in-office role and not a telecommute or remote position. Are you the One? We are looking for a Grants Administrator II (Contract Administrator II Manager) who serves as Contract Administrator/Grants Administrator II (GAII) Manager for the South Carolina Department of Health and Human Services (SCDHHS). Leads the Contract Administration team by setting performance expectations, providing guidance, and fostering a collaborative work environment. Supports the development and implementation of Contract Administration and Management Standards to ensure accountability, consistency and transparency within the Agency. Conducts stakeholder training to promote consistency in Contract Management practices and operational excellence. Directs periodic audits to ensure adherence to established Contract Management standards. Provides guidance and support on contract management and compliance monitoring activities, as needed. Maintains Contract Administration oversight for Agency contracts. Performs audits of assigned contracts to affirm adherence and consistent application of established Contract Management minimum standards and approved compliance monitoring processes. Assists in establishing, maintaining, and tracking audit schedules. Directs the planning and execution of periodic reviews and compliance audits based upon approved schedules. Utilizes standardized document management practices and approved processes to record, track and report activities. Prepares and reports audit findings to Stakeholders. Guides staff in assessing contract risk, identifying patterns and trends discovered through assessment analysis; makes recommendations for corrective and preventative actions. Measures and assesses impact of audit findings (+/-). Quantifies risks and evaluates fiscal or programmatic impact of failure to comply with established standards and best practices. Proposes correction and preventative measures to ensure unsatisfactory audit findings are identified and addressed. Tracks and reports progress of approved action plans and reports on the progress of compliance initiatives to stakeholders. Utilizes and maintains statistical, tools and metrics (dashboards) to analyze, measure, and assess contract activities, contractor performance, compliance, and trends; leads discussions of findings, patterns and trends within the Department. Performs fundamental supervisory, management and leadership functions to staff of Contract Administrators, in accordance with Agency policies and procedures, best practices, and Federal and State laws, rules and regulations, especially with regard to Equal Employment Opportunity Commission (EEOC) standards. Develops clear, measurable performance and development goals collaboratively with employees, including continuous improvement, corrective actions, and training plans. Conducts ongoing check-ins, directional conversations, and annual Employee Performance Management System (EPMS) evaluations. Proposes personnel actions and recommendations based on objective criteria and detailed written justifications to gain approval of suggested transactions. Processes approved personnel transactions (leave requests, EPMS) within established processes or systems. Promotes an inclusive, engaging work environment that encourages innovation, professional growth, and excellence in service. Builds and maintains an effective organizational team, motivates diverse staff to achieve optimal performance and accomplish Division objectives. Prepares and facilitates Team and individual meetings and engagement activities to maintain open communications, integrity, and departmental alignment. Develops individualized performance plans, and ensure employees have the tools and knowledge to success in their roles. Leads in onboarding, skill development, mentoring and training of new staff. Ensures successful completion of probationary period. Trains and mentors in continuous improvement for all team members. Provides leadership and guidance to staff in maintaining a thorough understanding for all assigned contracts to support the program area and management in contractual and compliance matters. Promotes correction and improvement of non-compliance performance and deficiencies. Provides leadership and guidance in facilitating communications, drafting formal letters, assessing financial incentives (Liquidated Damages LDS), initiation of Corrective Action Plans (CAPs), and other mutually agreeable resolutions. Serves as a senior resource to contract stakeholders in the development of Service Level Agreements (SLAs), Scopes of Work (SOW), and other requirements necessary to establish clear, measurable performance targets in the fulfillment of contract obligations. Oversee staff contributions to contract support, including procurement functions (solicitation, renewals, changes, and Amendments), contract phase transitions, and development of budget or funding documentation. Performs other duties as assigned. Serves as back-up and covers tasks and responsibilities of team members and leadership as requested and assigned. Attends and participates in relevant opportunities for professional development and training to support continuous improvement efforts. Demonstrates utilization and application of newly learned skills to improve effectiveness and efficiency within the Department. Minimum and Additional Requirements A bachelor's degree in Healthcare Administration, Health Policy, Business Administration, Social Sciences or a related field and at least three (3) years of progressive experience in contracts/grants administration, including required employee performance management and direct staff supervisory experience. Preferred Qualifications

Demonstrated experience leading teams and managing staff, setting and providing feedback to performance and development goals, fostering a collaborative work environment, and partnering with cross-functional stakeholders to support operational excellence. Established experience and knowledge in Grant/Contract Management or Administration. Knowledge of the Medicaid Program and Managed Care or Health Insurance preferred. Working knowledge of data research, analysis and reporting. Ability to evaluate, interpret and measure metric-based data and trends to report benefits and risks. Ability to understand and interpret, and experience in applying state and federal rules, regulations, policies, procedures principles and practices of contract and vendor compliance and procurement. Demonstrated ability to communicate professionally and effectively, both orally and in writing. Ability to establish, promote, and maintain positive working relationships internally and externally. Competent to organize and complete tasks and assignments independently with minimal oversight. Experience researching, interpreting, and applying contract requirements, deliverables, Service Level Agreements (SLAs), milestones, Scopes of Work (SOWs), etc. Proficiency in Microsoft Suite-Office 365 applications, with advanced acumen in Microsoft Sharepoint, Word, Excel, Outlook, and Teams. Required employee performance management and direct staff management experience.
